Job Description

Private Housing Standards Officer
Location: West London
Rate: £31 per hour Umbrella
Contract: 3-Month Ongoing Contract
Hours: Monday to Friday, 9:00am – 5:00pm
Working Pattern: 4 Days Onsite / 1 Day Remote

Key Responsibilities
  • Investigate complaints relating to poor housing conditions within the private rented sector.
  • Conduct property inspections and assess hazards using the Housing Health and Safety Rating System (HHSRS).
  • Investigate reports of sub-standard Houses in Multiple Occupation (HMOs).
  • Undertake HMO licensing inspections and compliance assessments.
  • Advise landlords, managing agents and tenants on housing standards and legal requirements.
  • Prepare schedules of work and negotiate improvements with property owners.
  • Take informal and formal enforcement action where necessary.
  • Draft and serve statutory notices in accordance with the Housing Act 2004 and associated legislation.
  • Monitor compliance with enforcement actions and undertake follow-up inspections.
  • Support policy development and initiatives aimed at improving housing standards across the borough.
  • Maintain accurate records and prepare detailed reports and case files.
Essential Experience
We are keen to hear from candidates with experience in:
  • Private Sector Housing Enforcement.
  • HMO Licensing and Regulation.
  • Housing Health and Safety Rating System (HHSRS).
  • Investigating poor living standards and housing condition complaints.
  • Housing Act 2004 enforcement.
  • Environmental Health or Housing Standards functions within a local authority setting.
  • Preparing and serving statutory notices and enforcement documentation.
  • Managing complex housing enforcement cases from investigation through to resolution.
Knowledge & Skills
  • Strong understanding of the Housing Act 2004 and associated housing legislation.
  • Knowledge of HMO licensing regulations and management standards.
  • Experience applying HHSRS assessments in residential properties.
  • Excellent investigative and problem-solving skills.
  • Strong communication and negotiation abilities.
  • Ability to manage a varied caseload and work independently.
  • Competent report writing and case management skills.
